B - Red & Black reminds me of a firetruck.
B! The black and red don't leave you with as many festive colour options for accessories and other decorations (black is too dark for a kids party).
Red & black could be red & grey or red & blue, which would be cute. The blue & orange is very trendy, which could be good or bad!

Between the two, I'd say B, although I think it still could use either some red or yellow.(The red and black is very cute, but it just makes me think of a fire truck, not a train)
